I think Italy in national and in clubs Real Madrid

In national level obviously Italy because the World Cup which they hosted in '90 was a very cynical one and in club level Real Madrid because their players always fight against each other or get involved in some controversy and Juventus, Fiorentina, Lazio and AC Milan for their recent match-fixing controversies.

Italy and England- the bungs and the italian bribing thingy.
As for club, its usually big clubs like Chelsea and Madrid and Milan. Thats my opinion

National - England because they have so much potential but do not perform well and their fans who are supposedly the most rowdy.
Club - Chelsea have so much money and a manager who feels he is God's gift to soccer which draws contoversy like bees to honey.
