Im not sure where you live , but here in the states you can apply directly with an airline and they send you to training, and pay for you charges....Southwest Airlines is one of the best companies around check it out!!

Just apply directly to the Airlines. Assuming you have what it takes, I am sure you will be selected. On selection the company will give you the necessary training etc. To help you out I have given a list of Airlines operating in India in India: -

You can easily log on to their websites and up load your CV. Better to scan a few photographs... passport size, full length standing facing, full length standing side view and send with your CV. Also include your height and vital statistic’s measurements.
You can also register with top placement people like 'Monster India' etc.

Steps:
1. Improve your english to get into any of the institutes! (that is usually a pre-requisite)
2. Banks in any country nowadays offer educational loans, which you can pay off once you've got the job!

First of all try to get a part time job so you can earn some for the fees and after you have been enough to do so then apply for job / trianing for airhostess.Or you may also apply for students loan.
