Why would they? If someone was capable of doing that, maybe they believe they're right. Turning themselves in would destroy what they did and make it meaningless.

More to the point , why weren't they seen ?
Several tons of explosive and a few miles of detcord and not a few workers .
Over at least 3 days time .
When the planes hit , how many structural steel beams were sheared on probably 3 floors ,maybe 4 or more .
Add the heat of jet fuel burning , thousands of gallons of it And hot overstressed steel bent .
Dropping the weight of all the floors above, compressing the air within as the windows blew out under preasure.
What's the effect of dropping several million tons , 10 ft ?
A BIG CLOUD OF DUST , PAPER , concret chips, glass ect
