Of course you can. Its cheaper and more adventurous to travel without a tour guide. The Philippines is the 3rd largest English speaking nation, after the US and UK, so you won't have much of a problem getting directions to Batanes. Even grade school kids can understand and speak conversational English as well.
Filipinos are generally warm, friendly and hospitable people, and most local residents will gladly offer advice, even be your tour guides free of charge.

You don't need a tour guide there. Batanes Island is the "MOST" peaceful place in the Philippines they never had a single crime recorded for decades now and the people are one of the friendliest and helpful. Just book your plane ticket and if you're already there you may ask the people about the place they're more than happy to help you & guide you. You don't have to worry about the language/dialect because there are a lot of people who can speak english there.

I think you can do without a tour guide, since Batanes is just a small island, just do some research before you go there.. have a nice trip : -)

There are several islands in the Batanes group, well known for the straw hats the ladies wear, and you should fly there and explore the main island yourself. March/April would be the best months.

You must go to Batanes between January and May for it's safer to travel. Besides there's only one airline available. During rainy season, it's not advisable to go there. Well, that's according to my friend who happened to live there.
