Every month moon go through lunar phase.
Lunar phase is an appearances presented by the Moon as seen from Earth, determined by the portion of the Moon that is visibly illuminated by the Sun.
It is visble from every part of the earth. So there is no such thing that month or year without full moon in the philippines.

There is a full moon every 29.5 days. Since February is the only month with less than 30 days, it is the only month that might not have a full moon. This happened in 1999 for everyone, not just the Philippines. By the way, both January and March that year had two full moons.

Actually, there was no full moon in February, 1961. (This would have been true everywhere, of course, not just in the Phillippines.) This will happen again in 2018.
It takes precise timing for this to happen. February in a non-leap year has 28 days, and the moon's cycle is a little more than 28 days.
