It could be a couple of things. I am not sure where the sludge came from. If it came up from the drain the sludge is a combination of pipe corrosion and soap scum. I saw that when I opened the drain pipes to unclog a tub. It was like thick ink. It stains your hands and is hard to wash off. If it came from your faucet it is corrosion in your hot water heater. It is a great idea to attach a hose to the Hot water heater every month and release a few gallons of water from the bottom of the tank. This helps to remove the corrosion at the bottom of the tank. It will let the hot water heater last longer. This is a normal condition of the tank but you can use a water softner to keep corrosion under control. I also have an in line house filter at the meter to filter out the corrision coming from the outside pipe system. Sometimes when you shut off the water for even a few minutes, the corrosion builds up when you turn the pressure back on. It is important to clean the filter traps at the faucet so that the water runs freely. Never drink hot water from the faucet because it is not potable when it has come from a tank that has all that build up in it. They all have it, after a few years, it is really ugly. Filter, filter, filter and even distill. I even filter my shower water with a Waterwise filter but that is just me.

Was the water to your unit recently turned off? Quite often when the water is turned back on to a house the jolt to the pipes will give you a few seconds of sludge.

Sounds as even though it will be a mixture of airborne dirt and dirt and dirt from a damaged pipeline someplace! you've a huge project if it truly is the case! fortunate for you, i'm no specialist, even though it sounds as although that could certainly be it! i'd be hoping that that is not any longer, yet contained meanwhile, call someone who's an expert, no matter if it truly is a plumber buddy, or only a plumber.
