What are civilian contractors?

As in what are the benefits of being a contractor versus a regular government employee? What are the pros and cons?

You get more benefits from working in the private sector. However, working in the public sector your job could be more secure.
A contractor can work with a large range of investment oportunities. In the Public sector you have to make due with what the government gives you.

pro: more money less control. con: less benefits, an army division doesnt come to get you.
