Where is the skin you are talking about?
Face - use a good exfoliant, followed by a heavy moisturiser.
Feet - Soak, scrub, pumice and then slather on moisturiser and put socks on (helps the moisturiser sink in)
Body - Body scrub, followed by an all over moisturiser.
If any area is particularly bad, either get a facial, body treatment or a pedicure done. A professional should be able to sort it for you.
Also drink 2 litres of water a day and always wear sunscreen on your face.

If you drink extra water for a few days and moisturize your skin should look great after exfoliating (scrubbing). Be sure to put on lotion right after you shower or bathe. Don't exfoliate too often, maybe once every 3 or 4 days. If you have a skin condition talk to a dermatologist. A few people I know swear by Primrose evening oil, a supplement.

Dry dead skin where? On the floor? In your bed? On your skin?
Mop more often.
Change sheets more often.
Scrub it off.....I use a kitchen grater on my feet....so get ruthless!
