If Gore did get elected, and 9-11 happened on his watch, would libs still blame bush? (even though the planning, financing, training on US soil, occured on bills watch?). Would Gore have continued to do nothing about terrorism like his role model Clinton had done for 8 years? Would he have only sent some cruise missiles into afghanistan (after sufficient time to alert the Pakistani ISI so alqaeda can be tipped off just like in 98' so that alqaeda can recieve no real casualties)? Will people realize how weak on security dems are?

It's a good question. I don't know whether he was concerned about his own legacy, or his party. I'm not quite sure he really cares all that much about the elections in November. There's a theory that it's better to lose in mid-terms as it increases your parties chance in the subsequent presidential election.

I think Clinton said it best, he got closer to getting Osama than Bush ever has and that Bush can't get Osama with nearly all the troops in another country.
