Did you buy the drive new or used? If it's used, are there any discs in the drive? Your PC may be configured to boot from the CD/DVD drive...if there's a disk inside that is bootable, it may be hanging up your PC. Try disabling CD/DVD drive boot in your BIOS (usually DEL or F2 at startup).
When you installed the DVD drive, you didn't disconnect the hard drive did you? If so, your PC will not boot until the hard drive is reconnected. To connect the DVD and hard drive together, you either need to set the DVD as Slave, and connect it to the middle connector on the ribbon cable leading to your hard drive, or you need to use the ribbon cable that came with the DVD drive and connect it to the secondary IDE connector in your computer (two rows of 20 pins). If you select the latter, you should set the DVD drive to Master, and put it on the end of the ribbon cable that came with it. If no ribbon cable came with it, you will either need to purchase one, or go with the first option of both the hard drive, and DVD drive on the same cable.

Okay did you put this on the same ribbon cable as the hard drive? If you did then make sure the jumpers are set correctly as the above poster advised.
If you look on the back of the optical drive you will see a row of copper pins and a plastic thing (the jumper) connection two of them together. On the drive somewhere there should be a picture showing what pins the jumper needs to be on for each option. The option you will need is slave, also ensure that your hard drives jumpers are set to master.

You can set the boot priority in the BIOS. Press 'DEL' or 'F2' after you turn on your PC to enter the BIOS.

When you start from the floppy disk, you can choose to allow CD-ROM support to install Windows from CD.

you need to set the jumper to master or slave depending where on the cable you plug the drive in the end is master and the middle is the slave you need i think at least a 400mz cpu and 128mb ram and 8mb video card to play a dvd video but you can still get data off a dvd

recheck the ide cable plugs, you might have worked one connection loose. First remove all the extra stuff on your pc and check the remaining connections, then restart. It should be OK.
