For Local interanet: Start -> Settings -> Control panel -> Network Connections. Right click "Local Area Connection" select "Properties" in "General" Tab under "This connection uses the following items" double click "Internet protocol (TCP/IP)" and change the IP Address
If you are on the internet via modem, disconnect from internet and re-connect in this way you will be assigned a different IP address. If you are connecting internet via modem and availing a static IP address, you might request your ISP to change your static IP address

Do this:
go to start > run type "cmd" hit enter
in the black box type "ipconfig/all"
record all information
get out of that
go to Control Panel > (classic view) Network Connections > go to your connection and right-click, Properties, TCP/IP settings then Use the following IP address and enter all that info. Except for IP address, change the last part to 254. If it already is 254, then pick any random number below 254.
You can also go in and Repair the connection. Click on the connection, go to the Support tab and click Repair. This will reset the IP but will not necessarily give it a different number.

It is better if you use DHCP for internet connection
fOR MANUALLY CONFIGURED, go to Control Panel--> Network Connection--> LAN Connection (Right clik > properties > Choose Internet Protocol tcp/ip > Properties
For Subnet Mask --> DON'T TOUCH IT, JUST LEVE IT 255.255.255.0
