Umm correction: Citgo IS owned by the national petroleum company of Venezuela, btu there are multiple problems with trying to boycott them.

Yes, the Venezuelan tankers are too large to pass through the Panama canal and only US refineries are set up to process Venezuelan heavy crude, so Chavez is totally dependent on the US market.

These boycotts never work. Most of the big oil companies routinely sell and buy oil back and forth with each other.
