It has been a while since I purchased my 1st home in CA back in 1979 a round the Prop 13 (was it Jarvis who pushed it through) and when I sold my last home their in 1991.

But if I recall the law, once you sell a home covered under Prop 13...that's it, you don't carry that property tax cut along with you. However, you'll have to check this...I believe that if you purchase a home already under the Prop 13 guidelines you can continue with the property tax benefits. I just have a difficult time believing that the tax hunger politicians would let this massive revenue generator be exempt for lo' these many years.

Wait...I went and did some reading on the subject and it seems that in essence it is still valid to all home owners. The only difference is that now the property tax can go up on change of ownership or new construction. However, the new assessed value can be now more than 2% of the assess market value (that can be big at today's prices). Prop 13 is now Article XXII of the CA state constitution if you want to read more on the issue.

From what I understand, your current county has to have a reciprocity agreement with another county in order for you to carryover your Prop 13 tax advantage. And there is an age test (I'm not sure if it's 55, 60, 62 or 65.)

You should check with your county tax assessor first.

Prop 13 was a State proposition, so it affects all of California.
