Okay...I have to elaborate on the answers others have posted.
Okay, first of all, the server you are downloading from plays a large part in the overall speed of your download. If the file is being hosted from a slow computer, or the server is on a slow network, your download will not be as fast as it could be.
Also, your ISP does have a lot to do with it as well. If you use a shared medium, such as cable Internet or a college or corporate network, your speeds will never be 100% consistent. With a shared connection, your bandwidth is determined by the bandwidth usage of others on your network. Think of it like a freeway. If there are only two cars per one mile stretch, cars will be able to drive as fast as they want to (up to the speed limit, which could be compared to the server you are downloading from). On the other hand, if you have twenty or more cars per one mile stretch, there is a good chance you will be forced to drive at slower speeds, no matter what the speed limit of the highway is. During some parts of the day, overall usage is lower, allowing the few who are using the network to take advantage of the freed up bandwidth. As soon as usage goes back up, that extra bandwidth is redistributed, thus slowing everyone down to roughly the same speed.
In summary, there is no way to guarantee a steady download speed with any download. You will always have fluctuations in speed. This is an unfortunate side effect of the Internet.

No No No.... See different download sites have faster or slower download rates. Like donwloading something from MICROSOFT.COM you would get a faster download, than from some other no name site.

most of the time a drop like that would be server side. Nothing you can do about it.
Othertimes, it could be your connection for example a bad connection.

internet is always fluctuating, you never get a specific speed, depends on the website, server, and how busy that site is.
