Getting refund from Income Tax department is some what difficult. Most of the times the refund will come automatically. If not, we have to make some efforts like approaching grievance cell as told by G4TAX.
If you are not willing to compliant to grievance cell and want the get the refund without any delay, then meet the concerned Clark in the ITO office. He will do every thing for you. Make him happy and in return he will make you happy.

You should do the following:
1. Write a letter to the ITO/ACIT who is your A.O giving copies of the return you filed as a proof.
2. If no replies received in a month write to Joint/AddCIT who is immediate boss of those officers and give a copy to the Commissioner of Income tax .
3.Alternatively, write a Grievance letter to the Chief Commissioner of Income Tax addressing the letter to Grievance Officer ,Grievance Cell.
This cell is there for such types of complaint.
You will find that something happens in months time

The Best Option for you is to give a legal notice to Refund Officer as well as concerned Commissioner of income tax department claiming interest for delayed payment of refund.
You may not get interest easily but you will at least get the refund promptly.

i does no longer truly assume that refund that you assume. in case your husband did not report his taxes for 3 years, the IRS is going to choose all the taxes he must have paid plus interest and a good number of consequences. i'm particular this can better than hide your envisioned refund plus. If he has a compelling clarification why he did not report for 3 years, they'd settle for each of the taxes due with interest and consequences without putting him in reformatory.

You may find it difficult to fight it out individually.
Best course would be to contact a Chartered Accountant who handles IT matters.He will get you the refund faster and without hassel.Fees are also reasonable at most of the places.
