get cheap plastic sheeting and masking tape it around the room near the ceilings, leaving room to walk about. spray the ceiling with water from a Hudson sprayer...not too wet. give it 10 minutes to soften then use a plastic scraper to take it off (they come about 6 inches wide). fold up the plastic and the mess is gone. you'll need a little sanding and spackling, but it will look great!

Oh, I hate those. They're impossible to clean.
It really is just plaster sprayed over either drywall or plasterboard with what's called a "mud-gun". I think they're usually a mistake in the constitency of the mud or the result of ignorance.
Yes, you can scrape it off, but you won't end up with a perfectly flat ceiling. I'd scrape it off with a small hand held pneumatic (air) scraper and an air compressor. If you choose to do this use a wide scraper (3 to 4 ") and remember to stay paralell. Treat the job as though you're scraping glass.
Then use Red Devil One-Time spackiling to patch and fill, but it will take more than one time. Spackle, sand, prime, spackle, sand, prime and then paint. You'll have a sore neck when you're done.

use a clean sprayer filled with water. Apply a heavy mist to the ceiling, wait a couple of hours and scrape off with a putty knife. Allow the ceiling to dry and re-texture it using knock-down or orange peel.

you can scrape it all off but some times you will have to do a little spackle'n, the scraper may gouge the sheet rock a little hear and there. some of it will come off pretty easy but some will be a little harder to get off. u can use a foam sanding block to level out those areas.

Unfortunately that is the only way. ELBOW GREASE and a wide scraper. Be careful not to gouge the ceiling.
