Put the felt down first then the drip edge, then the shingles starting with the starter roll.

it goes over the felt ... usually u should then put "bull" tar up to the edge and up a few inches to seal and cement the first row of shingles down... u place a shingle top-side-down along the edge of the roof over the tar then start ur first row over top of that.
....those that said under the felt are WRONG with a capital W ... if its under the felt water can bleed back onto ur plywood ... the method i told u is correctomundo.

you put drip rail on after shingles are layed. slide under one layer of shingles, any row from second to fith and nail it down so that the shingles cover the nails. you can put a little roofing cement over nail heads, it also helps to secure shingle to the metal drip rail.
