Some places it's a sign the car isn't abandoned just waiting to be picked up. It can also be a sign for help but most people put it there to keep from being towed.

Not really. In my countyr, India as heavy tinted glass is not allowed and because of the heat of the sun, sometimes people hang towels or bags to try to keep their car cooler.

i have theories
1 that the person leaving it will return soon
2 that the item in the window gives it some "air" space so hot gasses can escape
3 it is a flag of surrender on the behalf of the owner to say "I GIVE UP"

Before it has always meant assistance needed. But now days, who knows. This is a generation of "no one needs to follow the rules of the road or be considerate" so you are apt to have people helping themselves to your property instead of offering help.
