I'm in the process of setting up a 20 gallon tank for my children. We have the power filter, but my kids want the bubbles just because they look pretty. Can I get the bubbles without installing a under gravel filter? How? I can't seem to find anything on the internet that explains it in detail.

Setting up a new tank for your children? How wonderful, this will give them many hours of fun, and relaxation.
Before i answer you question, may i make a suggestion?
Please do not put any fish in the tank for at least a week preferably 2. a new tank needs time to cycle before it is ready for fish. If you do not, you may end up with a bunch of dead fish.
and that wouldnt make the children happy.
You can do yourself a favor by browsing the link i have attached that will tell you all about Aquariums and how to set them up properly as well as inform you of what type of fish you may want to purchase. If this is your first tank for the children i would suggest,
Guppies, Mollies, Swordtails, Platys. these are easy to keep fish for children and are livebearers (meaning they bear live young instead of laying eggs) which makes for opportune conversation.

NOW FOR YOUR QUESTION:

If all you want is a few bubbles then you will need a small air pump , they come in different sizes and capacities depending on how much air you want to generate, (cost can be anywhere from $10 - $30 and cheap ones are noisy), flexible tubing and either an air stone or wand.
Attach the output connection of the air pump (you can tell when it is on you will feel the air come out) to a flexible tube and connect the other end of the tube to the air stone. Attach the airstone to a rock with a rubberband and you are done.
There are connectors that will allow you to use the air from a single pump for multiple air devices. Ask your local pet shop owner or the fish person at petsmart how to connect them. They will show you.
you can also get a myriad of other toys that work with the pump.
Treasure chests, ferris wheels, giant clams. anything that will move when the air hits it.
If you have Plants in the tank, the extra bubbles may drive the CO2 out of the tank and may cause the plants to die (but not always). but does add extra oxygen to the water which the fish love.

I once had a very wide 50 gallon tank and created a Curtain of air to divide it down the middle because i had wrongly put fish that liked to fight in the tank. it kept them seperated and i was able to keep them without purchasing another tank.

Buy an air pump. Connect it to a tube and a valve to control the amount of air bubbles. Use a air-stone. Air stone come in many different shape and sizes. I believe what you are looking for is a long rectangular air stone. Place this at the back of the tank and you will be able to have the bubble effect. Control the air bubbles (amount) by adjusting the valve. Oh yes, use some plants or drift wood to "cover" the air stone and the effect will be even nicer.

There bubble sticks of all lengths to fit on a hose with an air pump. [maybe be called bubble wands] There are also small air stones.
Those bubbles make a lot of noise you may not like. They also pop on the surface and make more water splash on the cover and it seems like more evaporation. I didn't like the noise and mess. There is a back flow valve to put in the air line to keep the water from running out of the tank of something happens your power goes off or something. Your pump is supposed to be installed at the surface level. Read the directions to be sure that is what you want to do.

Buy an air stone. You can get them at the local pet store. There are ones that you can hide in the gravel and there are the decorative ones. You will also need a small pump for the air stone. When you buy the pump pay a few extra dollars for the better pump, it will be quieter than the less expensive ones. And you might want to put a back flow valve on it so that if the power ever goes out it doesn't allow water to run to the pump and ruin it.

You can actually get a fish tank embellishment, example: The little treasure chest, or the skeleton or ship wreck, it'll give cute little bubbles and be more fun for the children without disturbing your fish

An air pump and a small 1/4" vinyl tube hose blows air into an air stone that you can buy at any petstore. The whole set-up is under $10.
