Sim Lim Square is the best place.
Why would you want a 2nd hand laptop when you can get a new one at less than $2000? If you need it for office work only, can get a basic model for around $1500. Check out Dell promotions. Dell's laptops are among the cheapest.

You can find some at 4 floor of Sim Lim Sq in the back alley.
But I will not recommend to by 2nd hand laptop locally. As the same unit, it just less then $2k now and service most of tiem time cover for 3 years.
If you pay $500 and only get to use it only for 6 months of so, it is all wasted.
