Only to other AB+ persons.
The rule is simple - you cannot receive what you don't already have. An "O" type cannot receive this blood because he doesn't already have A or B. A "B" doesn't already have the A. An "A" doesn't already have the B. And an Rh- person doesn't have the Rh+. So the only recipient of AB+ is a person who already has A and B and is Rh+.

Other AB+. You can only give to other people who have the same groups of A, B, and Rh factors. That's why AB+ is the universal recipient (can take O, A, B, AB blood that's Rh+ or -), and O- the universal donor.
