D. BF3 is a stronger Lewis acid than BCl3 is. The highly electronegative fluorines on BF3 pull the B-F bonds towards themselves, making the boron much more electrophilic than it would be in BCl3.

In the cases of B and C, the species with the higher charge would be the stronger Lewis acid.
