Yes they are working together but Cheney is the one in charge not Bush. Bush and Osama are just pawns being used by Cheney and Rumsfeld.

I don't think Bush could possibly be that stupid without some alternative motive maybe he finds war profitable maybe is crazy and maybe he is working with osama anyway he's a nut job and no matter what his motive we need to get him out of office
