First of all, you didn't read the article very carefully. It said 1 out of 200 recruiters who deal directly with young people have been accused of *misconduct of some sort*, which, for a military recruiter, can include a consensual sexual relationship with a potential recruit. The article also said that in some cases, the woman initiated the relationship.
These are young men, often not much older than the 18 and 19 year olds they are trying to recruit. This is not a huge deal, and it is inaccurate to say that 1 in 200 have been charged with rape.

Those people are drawn from your American public ain't they ??
Until there is a mind reader that will reveal the whole life history on every new military person,, I can't see how you would expect that they wouldn't be there, and in the same percentages as they occur in the civilian population.
Members of the armed forces are prone to the same behaviour as anyone in the human race naturally. They are also exposed to situations that can mess with your head in ways that most are not .. This is not an excuse mearly an explanation
