Are all the rookies on madden nfl 07 for xbox?

Most are not out of the box. EA did a roster update and fixed a lot of the rosters and added more rookies. Not all players were added though, they are still in the process of adding more and some are not signed by the NFLPA so they can't be in video games.

No, not even close. The Bills alone are missing 4(Keith Ellison, Terrance Pennington, Brad Butler, and Aaron Merz, all of whom are on the 53-man roster. Additionally, Ellison has been starting in place of TKO and playing admirably)
