The highest priority of Government is to defend our basic rights - and Life is the first of them. This is spelled out clearly in the Declaration of Independence.
'Liberties' are lost when the public is killed.
When the lives of the public are directly threatened, as in war, or when terrorists have infiltrated our society, the highest priority is to detect and remove these terrorists.
During WWII, the American public was subjected to all sorts of restrictions on 'liberties' that were considered necessary to achieve victory. They could not speak publicly about military matters - or risk arrest. The Press was censored to remove any information useful to the enemy, such as how much harm they had done to American forces. Letters were opened to check for secret messages to NAZI or Japanese agents. Phone conversations were tapped. Spies in the US were caught. The Government did its job to defend the lives of the public, its highest priority, and we won the war as a result.
Today, the very idea of 'liberties' has been twisted to mean that the press can say anything its wants no matter how much harm comes to Americans as a result. This is the equivalent of shouting "fire" in a crowded theater. Harm is likely to come of it - so a person can be arrested and punished for it. Yet somehow, the wrong-headed idea has arisen that the press can reveal our terrorist detection strategies or post photos that are known to inflame Islamist rage and get more Americans killed.
When Americans want to survive, they must do what it takes to fight and defeat the enemy. Anyone helping or inspiring the enemy to do more harm to us is working for the enemy - and needs to be deprived of their ability to do more harm. Their 'liberties' must be curtailed so that lives will not be put at risk by their actions.
As for tracing phone calls - it only makes sense when a suspected terrorist calls someone in the US to immediately trace who that person calls and what they say. That is how a terrorist 'cell' can be detected - through its communication connections.
During WWII, it was understood that curtailing certain liberties would bring defeat to the enemy so that Americans would not eventually be subjected to enemy domination. Today, it is as important as ever to prevent the enemy, Islamists, from dominating. We have seen the brutality they inflict on those they defeat.
Fight them in every way necessary.

Many countries have infringed on civil liberties in order to preserve what liberties they have left.
In some countries, the Nazi party and the communist parties are illegal.
Drafting soldiers in wartime is an infringement of normal civil liberties.
When someone enlists in the military in any country, s/he is willingly abandoning many civil liberties.
Declaring martial law in a disaster area is an infringement of civil liberties; so is a lockdown in a public school.
Are pre-employment security checks an invasion of privacy and a violation of civil liberties? It happens every day.
Insurance companies do background checks. So do banks when you apply for a loan.
Not many people realize the dangers which the USA faces, preferring to stick their heads in the sand and pretend not to notice that the American way of life could easily be lost to foreign enemies.

If at any time you give up rights guaranteed by the constitution, or you change your lifestyle in the name of terror then you have lost to the terrorist, that is exactly why they bomb things or attack in the first place. The best way to combat terrorism is to maintain your lifestyle. Be wary, keep your eyes open but if you want to go to a ballgame go, if you want to, or have to ride the bus. Go ahead. Just pay attention, and be more careful but do not stop the things that you would do anyways. If you do the terrorist have won and you have lost, freedom is what it is all about.
