Women wouldn't be OK with it, because they would lose the ability to use sex to control men.

I was wondering if you put this question in here to make a really crude statement about the physical attractiveness of some women.
To try and answer your questions - dogs do this because their sense of smell is one of their primary ways to get information about the world. Other dogs secrete pheromones (presumably from their anal glands) that are very stimulating and provide information about them (sexual receptiveness, maybe information about dominance)
It's not likely to catch on with humans...not only would it be violating any number of cultural norms, but humans don't have a good sense of smell. As with other primates, we rely on our eyes rather than our noses. There's even some doubt over whether or not pheromones have much effect on humans. While it's true that primates (including humans) do sometimes appear to enjoy the smell of another's ano-genital region, visual stimuli are more important, as you can tell from the relatively high prevalence of sexual flushing and swellings in primate species.

There was a big dog party long ago.
In order to enter the party you had to check your tail at the door, of course.
After a few hours, it got rough, and a particularly pesky poodle set fire to the curtains. It spread quick and forced an evacuation.
The dogs had to run out so quick, that they just grabbed any old tail they saw.
Now, they go around sniffing each others tails, hoping to find the one they lost that night.
True story.

It started when many thousand years ago when people and dogs could remove their a******es whenever they wanted. Then one day the head dog called a meeting and all the dogs attended and took off their AHs and hung them as you would a hat. After the meeting dogs started to grab any which AH they could find and most ended up with the wrong AH. Thats why they keep sniffing to find who has got their AH.

Dogs have anal sacs which harbour a unique mix of bacteria giving each dog a clear identity to other dogs. Remember their smell is as good as our sight. Just the other day I was reading how giving dogs antibiotics can get them into trouble with other dogs by killing these bacteria and erasing their identity, just as we would be freaked out by people with no faces.

Just as we communicate with language they do with smells............however I don't think you want to start doing this on the subway or in the school cafeteria with the women you meet.
