Television provides visuals as well as audio, while radio only provides audio. Television may come from a cable or satellite connection, DVD, video cassette, etc., while a radio receives airwaves that are just "flying" around the air, and may be able to play CDs and cassette tapes, etc. Cable television must be paid for; using a regular radio doesn't, unless you subscribe to satellite radio.
Ah, and radio *usually* only includes broadcasts from local stations, since they have a certain range.
Both are used for communications. That means that broadcasts may forward the most recent news to its audience, inform the public, show one point of view on a subject, or simply entertain, such as through music.

tv is visual and can affect people more because of clothes, lifestyles, and commericals. radio is audio, and can affect people through music, which can be good and bad.
