If you mean switching from 16-bit to 256 color, please don't do that. It would decrease your color spectrum significantly.
If you truly mean 16 to 256 colors, you can right click the desktop, select properties, click the settings tab, and change your color quality.

Do you really mean 16 colors, or do you mean 16-bit color?
At any rate, what you need to do is right-click on your desktop, and choose "Properties", and then choose the farthest-right tab at the top, "Settings", and then choose the color setting you want. For the record, even a color depth 256 colors hasn't been in real use for many years, I'm sure your monitor can do better. Choose the highest number indicated.

Also if you do not have the correct drivers for your VGA card, then you will not be able to change them.
download the latest drivers from the card vendor.
