Your best bet is to go to either the venue box office or local Ticketmaster retailer (can often be found at music retailers like Tower Records, Warehouse and Ritmo Latino) with cash in hand.

Go to a ticketmaster location (you can find out where they are online or by looking in the phonebook), or sometimes the box office at the location of the concert will sell concert tickets.
You should be able to check online for sites to go and physically buy the tickets

If the venue is near you, go directly to their box office - bonus: you don't have to pay the tickitbastid =) fees.
Otherwise, in some malls (like Garden State Plaza, in NJ) have ticket broker offices where you can go, or some record stores sell tickets.

Around here, some stores sell "visa" cards that you can put money on, just like gift certificates. you can use them just like a regular credit card, but it only has as much money as you put on it..
