I have a similar habit but steal this trick:
#1:Clear coat. Make sure it's strong like Avon or N.Y.C.
#2: Color coat. Let this dry completely before moving on.
Clear coat comes first! And the reason it's so easy to peel is probably because you have multiple layers on (I know it's weird but it makes it 10 times harder to pick with less coats.) And when you are tempted to pick, just think about how much work it will take to patch it up. And how you know it's never perfect the second time around. Play with your jewelry instead. I mean I know polish picking sucks but there are worse habits.

You can buy products to help prevent nail biting such as "No-Bite",or "Control-It". You brush it on like nail-polish, it has a bitter taste to help you stop biting or putting your fingers in your mouth.
It's also used to help prevent thumb-sucking in children. You can buy it at drug stores like Walgreens, also most places that sell nail polish or cosmetics have too. If you pick and chip at your nails, try another habit or behavior instead everytime you want to pick at your nails, such as slap or clap your hands, or wear an elastic bracelet and snap it on your wrist instead. If those don't work try wearing gloves. Good luck!

Well put like a clear coat over it, theres like protection clear cotes, like OPI, but even like a nail growth clear coat will work, it makes them not chip so easily. For them to really stay on try to put the clear coat on every day, it doesn't have to be neatly just kinda "slap" it on. Also try to not pick at them, tell a friend to tell you to stop if she sees you picking at them...well hope you break your habit...GOOD LUCK!
P.s. If you have more layers it wil be more likely to chip, sounds crazy, but its true. So try to do only 1 or 2 color coats (depending on the color), and then a clear coat
*GOOD LUCK*...once again

Get fake nails, get some better nailpolish that dont peel off that easily, or dont paint your nails or paint them with clear nailpolish.

instead of picking at it, add another clearcoat, that way you are more concerned with preserving the work you just did..... works for me, anyway!

Sit on your hands. Smack yourself every time. Just quit or don't polish them.
