I started my period when I was 11. I'd say take her to her pediatrician and get a referral to a good GYN. It's not that uncommon for girls to get their period that early.
Generally the PMS I experienced at age 11 is the same I now experience at 29.

She's reached puberty. If she is unlucky enough to have pms, than the symptoms will be the same as older women. Remember, pms is not "just part of being a woman" and can be treated. Talk to her doctor.

You could probably just take her to her pediatrician for some advice, but your best bet would be a gynocologist for an opinion. Is it mood problems or physical problems? I have a cousin, who is younge, (12) and her doctor actually had to put her on the pill because of her bad periods and ovarian cysts. It helped alot.

Your daughter is certainly precocious, meaning she has reached puberty much earlier than the average, which is about 13. However, pms doesn't usually affect girls that young. It takes several years of regular menses to produce that syndrome, which is basically bloating, weight gain, and mood swings. I wouldn't worry too much about it now. However, the hormonal changes could have some influence on her behavior. My advice would be to consult a gynecologist or a pediatrician.

PMS - pre menstrual syndrome..
if u mean how to handle her mood swings n things like that, i dont think u need any info, handle it as if she is in the bad mood, but ur a mother, u knw what to do, mother always know whats best for their children.
but if its not the case, she is normal to be having her period at 10. now what u have to do is to explain why it happen, and to explain things that she must not do (like sex n stuff). educate her.

This can start happening as young as 9 or 8. It is perfectly normal. If you started young it could be a genetic trait, or ask around in your family and see. It could have come from one of them. Remember, it is completely normal.

i dont think that info for younger children is any different than in teens. cramps, bloating, migranes, and so on will probably affect you daughter, just like any other girl on her period
