The low pressure switch may not have been reconnected. If you say the air is hot then your blower must be working. If your compressor clutch isn't working use a jumper at the switch connector to see if its working.BUT first check your fuses and relays.

Hi, for a high pressure line to reach 250 psi, this means that there is obstruction or another problem somewhere as the normal working range for high pressure line is between 150 -175 psi.
It could be an electrical problem(in some airconditionner circuit Solenoid valve for low pressure side is not opening). Now you also mention that the "fan not work" do you mean condensor fan(Next to your radiator) or the one on your evaporator(Dashboard side)? well if your condensor fan is not operating, you will also get a high pressure in the line as temperature will be high on your condensor(Temperature is proportional to pressure). On the other hand, if your Evaporator fan is not working, you will get ice on your evaporator that will gradually lower the temperature/pressure in the low pressure side line and sometimes, might cause obstruction in an exapnsion valve causing your high pressure side to increase and low pressure side to decrease.

Now, very important, you mention that you put new gas(Refrigerant). Did you vacuumised your system? Vacuumisation removes humidity in the airconditionning system and eliminates risk of clogging in your dehumidifer and your expansion valve(Also eliminates risk of compressor oil(Ester oil) contamination) which will result in an abnormal high pressure. So feel the temperature of the dehumidifier and if it is warm while the compressor is running, it means it is ok but if it is cold, then you are sure that it should be replaced(Some airconditionner circuit have a seight glass with a humidity indicator....Green colour means ok...yellow/red means humidity present and systems should be drained(According to environmental law if you are not using R-134a) and of course vacuumized your system, then you charge your refrigerant).
