There is a feature called STICKY KEYS. So when you hit SHIFT quickly, it locks on. HIT AGAIN and it comes off.

Go into the Control Panel and open ACCESSIBILITY OPTIONS. Just uncheck the STICKY KEYS option.

This is a feature that is for (blind) visually and coordinated challenged people. HEY, was this being to P.C.?

The SHIFT LOCK key is similar to the CAPS LOCK key. If the keyboard layout has a SHIFT LOCK key instead of a CAPS LOCK key, you can turn on capitalization only by pressing the SHIFT LOCK key; you can turn off capitalization only by pressing one of the SHIFT keys.

This behavior also applies to the CAPS LOCK key if you have changed the keyboard layout from US Standard or another local keyboard to German, French, or Belgium.

Hai frnds, good solution for this trouble is, you just goto the following address on your computer Win7/Win8,
Control Panel\Ease of Access\Ease of Access Center\Make the keyboard easier to use
then please disable "turn on filter keys" (i.e, if you did multi pressing of shift keys, it wil automatically activate the filter keys,so you should turn off filter keys for the solution,) then click to apply. i think yours problem is solved.
