did virginia want new states to be slave states?

i've heard that most of the delegates were against slavery. did they want that new states would be free states or slave states?

Virginia was a slave state and wanted to preserve a balance between the slave and free states. They did give up rights to western territories. This permited the North West Ordinances which allowed the states north of the Ohio River to come into the Union as free states.
