A poured-on epoxy finish. Be prepared to do this in an area with excellent ventilation but no chance of bugs, dust or lint landing on the drying epoxy.

If your table doesn't have raised edges, you might have to build a "form" for the edges - so the epoxy doesn't run off the sides. Hopefully the product will have some suggestions for non-stick materials to use.

Most likely the cheapest way is to use a watered-down clear glue, then coat the glue thinly with a silicone-type caulk the clear kind, so that if it gets wet, it wont make stuff sticky . Don't put it too thick or it will become cloudy, and unless it's a mostly white mosaic, the colors will be washed out- looking.

Have you thought about using a sealer that is used for ceramic? Go to large hardware store like HomeDepot or Lowes and ask for the sealer used for ceramic tile.

Many restaurants have pictures encased in a clear finish for the table top. I think this is a product that is applied from a can. i would check hardware and paint stores for it.
