You can use a small siphon to 'spot clean' fish poop where you see it, and some shrimp to clean up the other bits on a more regular basis. Never remove and clean the sand. You will end up with a very sick bunch of fish.

Yes. Outside of the tank, in a clean bucket or other clean vessel, swirl the sand up very well & pour off the dirt, fish poop & so forth that gets swirled up. This will take a bit of water & some patience but yes, you can clean the sand & reuse it.

Do you have live plants in your tank? Kind of hard to say unless you tell us if it's a substrate or just your tank's bottom.

dont EVER take all the water from your fish tank. only do half for monthly changes.
