No. What good would a birth certificate be as a record of birth or a form of identification if people could just legally change the information on it?

Sure if you have enough money, connections on the wrong side of town and are willing to risk time in the slammer.
In short - live with what ya got and be happy to be alive! If you think that you are too young, you're not - you'll get there. If you think you're too old, you're not - you can still do whatever you need to do. Take a stab at it!

If there is a error and you can proof the error it is possible, but if you are someone that want to hide your age then it is not possible.
