Arlgith, I am setting up my web server, as I am tired of paying for one. I have a server program installed, and whatnot, I installed
WAMP5.
Okay, not what do I need to do to get this rolling? 10 points to the first person with the most helpful answer!

99% of "home isp providers" Block port 80. you can get an external service to forward to a port example.... www.brendon.com would forward to 67.76.76.76:800 <--- your webserver at port 800. but as for just typing in http://67.76.76.76/ dont count on it.
