I think it means ignorant speech with VERY bad vocabulary. Its basically how someone with poor grammar and no formal education speaks...hence black as we are....well just go through the damn y!answers archive.

It has to do with using a lot of words that tend not to be used in middle class white language. Like ghetto onion, booty, honky, the hood and a lot of swear words interspersed into the dialogue. The language lines are blurring a lot with time. But that has been my experience in working with the "brothers" primarily in large cities in the south and north east. I work construction in many parts of the country and black crews do tend to use a lot different words than white crews or hispanic crews or Russian/Romanian/Ukranian crews. So the term speaking black.

In my part of the world, talking black is a Fraze we use about speech that does not make any sense at all. It may be deliberate or just accidental.
