The word prepare has no sense of doing anything in advance, which is what the suffix "pre" implies, so of course it is possible to pre-prepare things, that is, to produce them ahead of time.

yes - you pre-prepare a meal my chopping your veg etc and leaving them in a pan for afew hours ready for later when you havent got the time and all you have to do is turnt he pan on. Or you can pre-prepare for an exam by doing revision

Yes I do it the night before I go nightclubbing , I choose what to wear then modify my choice before the event
