It's probably Jeff Dunham. He did a special on Comedy Central called "arguing with myself"

Yeah it is Jeff Dunham. The puppet your thinking off is Walter. You can catch the special"Jeff Dunham: Arguing with Myself" on comedy central, or buy the dvd.I loved the show!! My favorites are Walter and Peanut!!
