The technical difference between them is that a college offers undergraduate study (up to Bachelor degrees), while a university offers undergraduate and graduate degrees ("Bachelor, Masters, and Doctorates).
But when it comes to the quality of education, many colleges are equal to universities. So in the end, it really doesn't matter. What truly matters is whether you're attending a good school that offers the kind of training you need to be successful in your field.

In the U.S. a college is usually smaller than a university. There are some very high quality colleges but speaking in general your degree will be more prestigious or at least more recognizable if it is earned at a university. For example my masters is from California State Univ., and even though it is not the best quality school everyone has heard of it even though I moved back to the midwest.
The other difference of university is that they are usually bigger with more options for majors and coursework. So if you have undetermined major you might prefer a university to maximize your options. If you know what major you want though, you can target a smaller college that has an excellent program in it.
