the car is stock , I can't figure it out Put a new Oxygen sensor in last year. New fuel pump also. When new plugs are put in it runs perfect no skipping runs smooth. Thought it may be timing but it would do the same thing even with new plugs

Do a compression check. Worn rings and or valve seats can cause those symptoms.

Two common scenarios -
If engine is worn, like lots of hours on it, then you may be burning some oil - even if it doesn't smoke.
If you drive short trips a lot (engine doesn't get up to middle of temp range).
Either or both of these will foul plugs up in like 10k to 20k miles or so - maybe less.
Plugs come in heat ranges so if you have any of above two situations, you could opt for one heat range "hotter" meaning that the plug is manufactured to physically operate at a higher temp so any oil or unburned fuel will burn off of it without fouling it.
Do not use these "hot" plugs if you take long trips since they get so hot that the plugs will burn off, not just the fuel or oil!
O2 sensor probably fouled for same reason as the plugs. No heat ranges for them.
You may be looking at a rebuild soon if symptoms continue. A 93 with average mileage would have at least 200k to 300K miles on it by now...

Your car is running too rich lean out the fuel to air mixture.
