It's like that commercial for Las Vegas,......"Whatever you do here, stays here". Romans were notorious for their way of life & people could get away with things in Rome that they could not do elsewhere, therefore the saying was coined & used when an illegal or immoral act was committed within the boundaries of The Roman Empire, that would be illegal elsewhere.
