I had one before I reformatted the drive and reinstalled windows. Also, I am able to run a program (command prompt, actually), that is located in that folder, so it must be there, but how do I get to it?

The first thing you need to do is "UnHide" your system's folders...do that in folder options. (If you don't know how to do this, you shouldn't be in the windows folder at all!!!!)
Then click my computer, then C:\drive, then Windows, then scroll down through the folders until you see system32 folder and you're there OK...

It's a sub-folder in your windows directory. Open your c drive, then open the windows folder. System32 will be right there.
