one of my friends just rejected a guy, but this guy is keeping harass her by sending her annoying messenges or calling her 20 times a day.
i am wondering if my friend can call police for help.

Yes, keep track of it for a while on paper or if he is calling by phone, record it, then take the evidence to police. You have to have proof in order to get a harassment order.
You will probably need to log the date, time, and what if anything was said. This also includes if he follows her (get a video or pix) and also if he sends her threatening messages, especially.

Has their been any type of harassment ,fiscally,or verbally .Is their any witnesses to the harassment.This is the Questions that will be asked by the police.You can get a restraining order on this person .This may help ,

the more records of harassment that you have on file aganist him the better!you can also keep him from having a phone by contacting the phone company and reporting it tp them as well

They'll likely advise her to change her phone number first, but she should call them. I live in Canada & had a similar experience, they called the person that was bothering me & it stopped.

Your friend can file a restraining order against him, providing they have these in Canada. Tell her to save all messages and record all phone messages.

I would call the phone company first. They may have you contact the police then, and get him for annoying phone calls.

I think you should let the cops know what is going on but I don't think they can do anything until he harms her, but they can have it on record that you reported it. also I would get an unlisted phone number

you can but they cant really do nothing about it untill he gets abusive ..
