They are acidic. I've provided a link that gives the pH of many common mouthwashes. The pH range of the ones listed is from 3.2-7.0.

The second link mentions that the FDA has determined 3.0-10.5 to be the safe range for mouthwash pH.

From a chemist's standpoint, a strong acid is something with a pH of less than 3, and a strong base has a pH greater than 11. So, in other words, mouthwashes are fairly weak acids.

Your saliva is a weak base, to protect your teeth from acids produced by bacterial action on food, so mouthwashes are also weak bases for the same reason; to protect your teeth.
