The first step is to ensure that your existing processes are as efficient as can be.

For example - one key roadblock to processing intelligence information before 9/11 was a lack of translators. Rather than hire and or train enough translators to handle the load (they have more, but still not enough), new intelligence gathering protocols were set up. Now, they have a lot more data for the still overworked translators to go through, and an even larger backlog has been created.

Next, increase your abilities within the current framework, through training, better technology, and better processes.

Part of it is to rather go somewhere else and start a war, start from within the country and make life safer for the people inside of it. security at airports is coming along security in buses and trains and borders has a long way to go.
