actually per life or health insurance.. if you smoke anything within the last 12 months you are considered a smoker.
To not be considered a smoker you need to tell your doctor last time you smoked and they will keep it on record.

Well what do you think you are doing every 2 weeks, you are smoking. So yes you would be considered a smoker.
Best to stop now than later.

First off, I was a "smoker" 20 years ago before I quit. (2packs a day) I went to chewing tobacco, ( a disgusting habit), for 5 years, quit that 2 years ago, and now smoke 2-3 cigars a day. I am hopelessly addicted to nicotine! My advice to you is stop now before it is too late. All of the above are bad for you, and will get you addicted now mater how little you use them!
To answer your question though, you are a smoker, but I wouldn't label myself as one if I were you.

yes if you were to get life insurence and they ask you do you smoke and you tell them that they will consider you as a smoker. And one cigar even once in awhile is bad I use to smoke and I stopped because I wasn't addicted to but I have seent he terriable effects on friends and family

At the most, a social smoker. But...if that's all you smoke, I wouldn't worry about labeling yourself "a smoker".
